Additional Insights: Abu Dhabi Property Retirement Visa
The Abu Dhabi Retirement Visa is a renewable five-year residence permit designed for eligible retired foreign nationals who wish to live in Abu Dhabi without employment sponsorship. Applicants may qualify through property ownership, a fixed deposit or a qualifying annual income.
For the property route, an applicant must generally own one or more properties in the UAE with a combined purchase or officially assessed market value of at least AED 1 million. Final eligibility, retirement status and document requirements remain subject to assessment by the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP).
Minimum Property Value
Applicants using real estate to qualify must own one or more properties with a total value of at least AED 1 million.
The qualifying value may be established through:
- The registered purchase value; or
- The current market value confirmed through an official valuation conducted by the competent property authority in the relevant emirate.
For properties located in Abu Dhabi, the valuation or property certificate is generally issued through the Department of Municipalities and Transport (DMT).
Multiple Properties
More than one property may be combined to reach the AED 1 million threshold, provided that:
- Each property is legally registered;
- The applicant’s ownership is clearly established;
- The properties are accepted by the relevant authority; and
- Their combined purchase or officially assessed value reaches the required amount.
Separate ownership and valuation documents may be required for each property.
Fully Owned Properties
For a fully owned property, the applicant may be required to provide:
- Title deed or property ownership certificate;
- Official Real Estate Unit Value Certificate;
- Property search certificate;
- Evidence that the property is not subject to judicial seizure; and
- Any additional document requested by DMT or ICP.
The Real Estate Unit Value Certificate should confirm that the property, or the combined qualifying properties, has a value of at least AED 1 million.
Mortgaged Properties
A mortgaged property may qualify if the amount already paid toward releasing the mortgage or the applicant’s qualifying equity is at least AED 1 million when the residence application is submitted.
For example:
- Property value: AED 2.5 million
- Outstanding mortgage: AED 1.5 million
- Amount paid or investor’s equity: AED 1 million
This case may satisfy the property requirement, subject to official valuation and confirmation by the relevant authority.
Documents may include:
- Mortgaged title deed;
- Official property valuation certificate;
- Bank mortgage or liability statement;
- Evidence of the amount already paid;
- Bank no-objection certificate, where requested; and
- Property search certificate.
Official Property Valuation
An official valuation may be required when:
- The registered purchase price is below AED 1 million;
- The property’s market value has increased;
- The property is mortgaged;
- Multiple properties are being combined; or
- The authority requires confirmation of the present market value.
A private broker’s estimate, property advertisement or online listing is generally not accepted as a replacement for an official valuation certificate.
Alternative Eligibility Routes
Property ownership is not the only available route. An eligible retired applicant may also qualify through one of the following alternatives:
AED 1 Million Fixed Deposit
The applicant may provide evidence of a financial deposit of at least AED 1 million.
The official Abu Dhabi guidance states that:
- The deposit may initially be held inside or outside the UAE;
- If held abroad, it must generally be transferred to a UAE financial institution within 60 days of residence issuance, unless it is otherwise invested in the UAE; and
- The bank statement should confirm that the deposit will remain for at least two years.
AED 240,000 Annual Income
An applicant may also qualify by demonstrating a fixed annual income of at least AED 240,000, equivalent to approximately AED 20,000 per month.
The income may originate from inside or outside the UAE. Supporting evidence may include:
- Bank statements;
- Pension statements;
- Rental-income records;
- Investment-income evidence; or
- Other documents demonstrating stable and recurring annual income.
The authority may request additional proof regarding the source, regularity and continuity of the income.
Retirement and Personal Documents
In addition to financial or property evidence, applicants should normally be prepared to provide:
- Passport valid for at least six months;
- Passport cover page;
- Recent passport-size photograph on a white background;
- Current UAE visa or latest entry record, if applicable;
- Evidence of retirement or service history, where requested;
- Birth certificate or other age evidence;
- Valid health insurance;
- Medical fitness certificate; and
- Additional documents requested by ICP.
The official criteria and supporting evidence may vary according to the applicant’s nationality, immigration status and selected eligibility route.
Medical Fitness and Biometrics
Applicants may be required to complete the following after receiving the relevant initial approval:
- Medical fitness test, normally including a blood test and chest X-ray;
- Emirates ID application;
- Fingerprint and photograph biometrics, where required; and
- Health insurance registration.
Applicants with existing Emirates ID biometric records may still be requested to attend if their records need to be renewed or updated.
Visa Validity and Renewal
The Abu Dhabi Retirement Visa is generally issued for five years and may be renewed if the applicant continues to meet the relevant eligibility conditions at the time of renewal.
For renewal through the property route, the investor may need to demonstrate that:
- The qualifying property remains under the applicant’s ownership;
- The property continues to meet the required value;
- The qualifying mortgage-equity amount remains sufficient;
- The property is not subject to judicial seizure; and
- The applicant continues to meet the applicable retirement, medical and insurance conditions.
Family Sponsorship
A Retirement Visa holder may apply to sponsor eligible family members, subject to current ICP requirements. These may include:
- Spouse;
- Sons within the permitted age limit;
- Unmarried daughters;
- Children of determination, regardless of age; and
- Parents, where the applicable sponsorship conditions are satisfied.
The validity of a dependent’s residence will generally be linked to and cannot exceed the sponsor’s residence validity.
Documents for Dependants
Dependent applications may require:
- Passport copy and passport cover page;
- Recent passport-size photograph;
- Sponsor’s passport, Retirement Visa and Emirates ID;
- Attested marriage certificate for a spouse;
- Attested birth certificates for children;
- Proof of relationship for parents;
- Medical fitness certificate, where applicable;
- Emirates ID biometrics, where required;
- Valid health insurance; and
- Proof of suitable accommodation.
Foreign-issued civil documents may require legalization in the country of issuance, UAE embassy attestation, UAE MOFA attestation and Arabic legal translation.
Application Process
The process generally involves:
- Preliminary eligibility assessment;
- Selection of the property, deposit or annual-income route;
- Review of personal and financial documents;
- Property valuation and search certificate, where applicable;
- Submission through the relevant ICP channel;
- Entry permit or status amendment, where required;
- Medical fitness examination;
- Emirates ID application and biometrics;
- Health insurance confirmation;
- Residence permit issuance; and
- Submission of eligible dependent applications.
Common Reasons for Delay
An application may be delayed due to:
- Property ownership records not matching the passport;
- Missing or expired valuation certificates;
- Insufficient mortgage-equity evidence;
- Incomplete bank statements;
- Unclear source of annual income;
- Missing retirement documentation;
- Incomplete health insurance;
- Unattested family documents;
- Existing visa or immigration-file discrepancies; or
- Additional security or authority checks.
Important Considerations
Before applying, investors should confirm:
- Whether the property is legally registered;
- Whether the official purchase or market value reaches AED 1 million;
- Whether a mortgaged property has at least AED 1 million in qualifying paid value or equity;
- Whether an official valuation and search certificate are required;
- Whether the applicant satisfies the applicable retirement conditions;
- Whether health insurance is available for the applicant’s age;
- Whether family documents are properly attested; and
- Whether the applicant must be inside the UAE during particular stages.
